The government has listed 10 new major legislations for consideration during the Winter Session. One of the most significant areas of focus will be the civil nuclear sector, including The Atomic Energy Bill, 2025, which seeks to regulate the use and governance of atomic energy in India. Another key proposal is the bill to establish a higher education regulator, officially titled The Higher Education Commission of India Bill.

Key Bills to Be Discussed

  1. Insurance Laws (Amendment) Bill, 2025

    • Aims to improve the ease of doing business in the insurance sector.
    • Proposes simplifying conditions for foreign direct investment (FDI) in insurance.
  2. Insolvency and Bankruptcy Code (Amendment) Bill, 2025

    • Earlier introduced in the Lok Sabha on 12 August 2025 and referred to a select committee.
    • Seeks to support small and medium enterprises and startups by strengthening fast-track insolvency mechanisms.
  3. Atomic Energy Bill, 2025

    • Allows non-government organisations to participate in the operation of atomic power plants under the Nuclear Power Corporation of India.
    • Aims to regulate the use of atomic energy.

  5. The Corporate Laws (Amendment) Bill, 2025

    • Proposes amendments to the Companies Act, 2013 and the Limited Liability Partnership Act, 2008, to improve ease of doing business and remove existing regulatory gaps.
  6. The Higher Education Commission of India Bill, 2025

  7. The Manipur Goods and Services Tax (Amendment) Bill, 2025

    • Proposes alignment with amendments made to the Central GST Act under the Finance (No. 2) Act, 2024.
  8. The National Highways (Amendment) Bill, 2025

    • Aims to improve efficiency, transparency and speed in land acquisition for national highways under the National Highways Act, 1956.
  9. The Arbitration and Conciliation (Amendment) Bill, 2025

    • Proposes amendments to the Arbitration and Conciliation Act, 1996, to strengthen dispute-resolution mechanisms.
  10. The Jan Vishwas (Amendment of Provisions) Bill, 2025
  • Amends 17 laws, eliminates imprisonment for several minor offences and rationalises penalties. The bill was previously introduced in the Lok Sabha on 18 August 2025.
