ECI Launches SIR 2.0 : Know List of States, Required Documents & Importance

After Bihar, the second phase of SIR has been launched by ECI. It will commence from 4th of November. Final electoral rolls will be out by 7th of February next year.

The Electoral commission of India has launched the second phase of SIR (Special Intensive Revision) in 12 states and UTs. House to House enumeration will be conducted in preparation of the fresh electoral rolls. The SIR 2.0 will start from November 4 and to continue till December 4. ECI will release a draft on December 9. Later, on February 7, 2026 will release the final electoral rolls.

Currently, the focus of attention is the Bihar state election. Bihar state’s final electoral roll is released by the ECI. In Bihar, the total number of voters decreased by 6% says reports. On Monday, Chief Election Commissioner Gyanesh Kumar announced the Special Intensive Revision (SIR) after successful rolled out in Bihar. ECI has also notified that Aadhar Card is a proof of identity, not citizenship.

SIR supports the fraud-free election. It gives right to every citizen to vote fairly.

Printing/Training: October 28 to November 3, 2025

House to House Enumeration Phase: November 4 to December 4, 2025

Publication of Draft Electoral Rolls: December 9, 2025

Claims & Objection Period: December 9, 2025 to January 8, 2026

Notice Phase – Hearing & Verification: December 9, 2025 to January 31, 2026

Publication of Final Electoral Rolls – February 7, 2026

  2. Chhattisgarh
  3. Goa
  4. Gujarat
  5. Kerala

  7. Madhya Pradesh

  9. Rajasthan

Documents Required:

  1. Aadhar card (Commission’s directions issued vide letter No. 23/2025-ERS/Vol. II dated 09.09.2025 shall apply)
  2. Any land or house allotment certificate by the government
  3. Passport
  4. OBC/ST/SC or any cast certificate issued by the competent authority
  5. Permanent resident certificate issued by the competent state authority
  6. Forest right certificate
  7. Any Identity card/Pension Payment Order issued to regular employee/pensioner of any Central Govt./State Govt./PSU.
  8. Any Identity Card/Certificate/Document issued in India by Government/Local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
  9. Birth Certificate issued by the competent authority.
  10. Matriculation/Educational certificate issued by recognized Boards/Universities
  11. Family Register, prepared by State/Local authorities.
  12. National Register of Citizens (wherever it exists)
